Not just Fudge, the entire WW "justice" system.  Sirius Black was sent to 
Azkaban without trial, Hagrid was imprisoned twice, and Dumbledore himself was 
threatened with the same.

Say what you want about Fudge's interference with Hogwarts, but don't blame 
the entire system on him.
