In PS/SS it was "convenient" that Hagrid's always wanted a dragon's egg, and a stranger who needed to know how to get passed Fluffy happened to show up with an egg.   I think it's quite likely that someone at the MOM who knows Mundungus' penchant for stolen items gave him a "hot tip" while he was still on duty - perhaps Dung is as careless with secrets as he is with the law.
