If indeed the age calculations are correct, he might have been a part of
a gang of older Slytherins, lead by Lucius Malfoy.
Now when he is in his 5th year, they have all left.
And James and Sirius are getting back to him for all the terrible stuff
Lucius no doubt did as a "prince of Slytherin".
That covers Sirius's "lapdog" comment nicely, and also provides
some excuse to James&Sirius behaviour.
