I think it has to do with the fact that Ron called first and Harry got in 
major trouble for that call, so Ron warned Hermione not to call him (At least not 
that summer)  As for the following summers, it's quite possible it just 
doesn't get mentioned or they're still worried about getting Harry in trouble.
