I didn't see anyone answer this. If someone has, then I apologize.
I was under the impression that two fifth year were selected from
every house every year and that the remained prefects for the rest
of their time at Hogwarts (assuming they didn't do something to get
lose the position). That would mean 24 prefect overall (counting
Head Boy and Head Girl). I aslo assume 1 Head Boy and 1 Head Girl
were chosen from among the 7th year prefects.
The problem with that theory (if James and Remus were in the same
house) is that Remus was a prefect and James was Head Boy. However,
we have no proof they're in the same house (though I always thought
so) or maybe Remus lost the position for some reason. Or maybe I'm
just wrong.
You also got a fact wrong. Penelope is not in Percy's year. She's
a year younger. In COS he a sixth yoear ans she's described as a
fifth year.
