The more I think about this, the more likely it seems. Except for the 
fact the eavesdropper was caught--that doesn't sound Snapey. But it 
makes sense. He brings the prophecy to Voldy (what he's heard of it 
anyway) and when he some time later--likely a short time later--
discovers what his Dark Lord plans to DO with that information turns 
to DD. 
Depending on when Voldy announced his Herod-like plan it gives 
Severus close to a year of spying time before he informs again that 
Voldy's on his way to Godric's Hollow on Halloween.
