The wife and I noticed this (Mark "EVANS" and Lily "EVENS") when we 
were listening to the audio book after reading OOP through.  I agree 
that it was interesting, could possibly be a distant cousin.  But 
Petunia would know of any closer relatives in the area.  And then 
henceforth, Duddly would probably know it to (Petunia loves the 
chance to show off her family sans Harry).  Dumbledore in SS refers 
to the Dursleys as Harry's only family.  

Someone refered to knowing when a magic baby is born.  As I recall, the reference is from SS and it is when Hagrid comes and gets Harry from the isolated cabin the Dursleys run to.  He says that Harry's had his name down since he was born.  I also remember something about Prof. McGonnagall, as 
Deputy Headmistress, goes to a book every summer (june/july) and 
sends out letters to all the eleven year olds listed.  I seem to 
remember something about the names appering in the book magically 
when they are born, so that muggle born wizards (Hermione, for one)
may be listed, but thier names would not be seen until they are due 
for letters of acceptance.  

Mark Evans could get a letter next year and turn out to be a distant cousin.  The MoM would not have any wizards listed in Harry's area, even if Mark is invited to attend Hogwarts, he's not a wizard yet.  Heck, the MoM does not even know that there is a Squib living near Harry.  Mark could turn out to be 
a kind of little brother figure for Harry, someone in the area who 
he can relate to and act as a positve influnce for and look out 
for.  Was an interesting coincidence none the less.
