I am wondering if Mundungus is not necessarily a spy, but was the 
one who inadvertently told LV about the prophecy.  Sirius tells 
Harry that the "witch" with the long veil in the Hog's Head was 
Mundungus; he must go there in disguise, because the bartender has a 
long memeory and Mundungus was banned from there 20 years ago. (US, 
p. 370, chapter 17)  When DD tells Harry the prophecy, which is now 
16 years old, he says that LV heard only the first part of it, 
because the eavesdropper was detected and thrown out of the pub 
before Sybill Trelawney had finished it. (US, p. 843, chapter 37)  
If the eavesdropper *were* Mundungus, he might have let it slip to 
Wormtail that he heard this prophecy.  Since we know that Wormtail 
betrayed the Order, this could be possible.  Did the eavesdropper 
know there was more to the prophecy than he had heard?  And why did 
LV wait 15 months after Harry was born to try to kill him?  Is that 
how long it took for Sirius to change his mind and make Wormtail the 
Secret-Keeper?
