OOP: Dobby apparated/disapparated in Hogwarts?!

Perhaps the noise level is relative to the sophistication of the 
wizardry or wizard him/herself?  I hesitate in saying that because I 
have an inkling that Dobby and the house elves' powers will somehow 
play a vital role in the outcome of the "war" that is looming.
