How do you sack a house elf with clothes?

As far as we know, the only way to sack a house elf is to present it 
with clothes.

But once sacked, elves are free to wear clothes. (Dobby wear clothes, 
as do Winky)

No, say Dumbledore decides to fire Dobby for whatever reason, how 
will he go about doing that? Provide him with more clothes? 
Can a house elf ever be returned to wearing rags, tea towels etc? And 
if so, why does Winky still wear her clothes now that she has a new 
master? Does Winky get paid like Dobby?
