I think everyone's feelings for (against?) Percy are tied up with their 
feelings for Fudge - that is, that Fudge was working for Voldemort.

Now, it's true that Fudge was "doing the Lord's work" (the "Lord" here being 
Lord Voldemort), but I don't think he was working for Voldemort.  I think 
Fudge is just a blundering dunderhead who is far too easily manipulated by the 
truly evil.  Umbridge may or may not be working for Voldy (I think she is, but 
there's not enough to "convict in a court of law"), but Fudge simply isn't.

Percy, I feel is blundering dunderhead, the next generation.  Someone (most 
likely Fudge) has told him that, in order to advance his career, he will have 
to separate himself from Dumbledore, and thus, the other Weasleys.  I doubt 
Percy is under the influence of the Cruciatus curse, but he influence of Voldy is 
certainly there.  It has already been pointed out that Scabbers was 
originally Percy's rat, and add to that the fact that in Book 4, Percy worked for Berty 
Crouch, and never question the odd instructions that were, in fact, coming 
from Crouch, Jr.  Percy's pride may have led him into the clutches of the Dark 
Lord, but I seriously doubt that Percy realizes a bit of it.
