This is a really interesting connection that I never would have
thought of. Now that you mention it, though, there is a pretty strong
resemblance. They both do give off the air of somebody not quite in
step with the rest of the world. The way they approach battle seems
similar too. When Harry and company were entering the Ministry, I
believe it described Luna as kind of disinterested. Obviously she took
it seriously, but it really didn't seem like it from the outside.
Then, when Dumbledore is fighting Voldemort (I love how he insists on
calling him Tom), it describes him as appearing to not have a care in
the world, even when he's face to face with the second most powerful
wizard in the world, next to himself. I don't know if there's any kind
of direct relationship between the two of them, but I think this could
be interesting to look for in the next two books, to see if Luna could
go in that direction.
