While it's possible this scene could be classified as "Snape's Worst 
Memory" because it may have led to the Whomping Willow incident, I 
have to believe that Snape has worse memories floating around in his 
head and (as it's been posted) in his pensieve.  Perhaps Rowling 
titled the chapter this way because it's the worst memory Snape would 
want Harry to see (him being publicly humiliated by James), and it's 
the worst memory of Snape's that Harry would want to see (witnessing 
James' cruelty and thus crumbling Harry's deification of his father).
