I think that the Weasleys have already sort of "adopted" him, in all but 
legal terms at least. We know that Mrs. Weasley already thinks of him as 
one her own sons. Of course, he didn't really have a guardian in the 
wizarding world until PoA anyway.

I think Lupin would make a decent guardian. He's definitely responsible 
enough. I don't really see why his being a werewolf would interfere, I mean 
unless something happens to Harry when there's a full moon. But my guess is 
that Mrs. Weasley will continue to "mother" Harry.

I'm not sure about this stuff, I bet the house will be continued to be used 
by the Order though. It's a good hiding place for them and I'm sure Sirius 
wouldn't mind them using it. JKR doesn't really give much information about 
the distribution of estates in the absence of a will in the wizarding 
world, so it's hard to say at this point.
