Lee, this is what happened.

The darks haired boy Frank saw was young Voldemort, Tom Riddle Jr.  He 
murdered all of the Riddles, that is His father, his grand father and his grand 
mother.  Because in the Riddle house lived Voldemorts Father and his Fathers 
parents.
So basically, Voldemort just killed his father and grad parents.
I assume that his father moved in with his parents since he had no where else 
to go.  Probably to arrogant to get another girlfriend.
