Perhaps he just naturally had oily hair? It does happen, some people
just have hair so naturally oily that they wash it in the morning, and
it turns greasy in the afternoon. So, it has little to do with how
many times they wash it. It's better these days since there are more
hair products targeting specific hairtype in the market, but maybe
Snape had not heard about those specific products yet?
