Hey that's a fun theory!  It raises a whole slew of questions.  Who 
came up with the idea?  Why were they created to be so completely 
horrible that they had the ability to suck the soul from a person?  
Why are they not tamed to be completely loyal to the MoM?  Did 
someone make a mistake or could they not create something that 
sophisticated?  They can only act on their primitive needs.
The Patronus was created as a means of controlling the Dementors, not 
just as a defense to fend them off.  Dumbledore's been against their 
existence from the beginning, just knowing that this will be trouble 
in the future for the WW.
