Perhaps it has to do with their children. Their youngest child,
Ginny, is what, 14 in OOP? So when Voldemort and the Order were
around the last time, I imagine they had their hands full with quite
a few young children. Maybe they didn't want to risk putting their
children in harms way or didn't want them to grow up without
parents. Molly is very protective of her children.
Or maybe they were involved with war, just not a part of the Order.
After all, they weren't contending with a Voldemort operating
covertly.
