  You know I do recall reading that theory- but I'm puzzled as to what value 
Percy actually provided the Order if in fact he was a mole. I don't recall
 the order having pre-knowledge of anything important in the OOP, but don't
 have my book to check.  It makes more sense for me to think that he will act 
as a mole in the future- because although the Ministry has admitted that V
 has returned, I don't think that they are going to like the members of the
 Order any better.

Well I actually think that Percy is going to become a new Rookwood, and spy 
for Vold. I don't think that he is a mole for DD, why the letter to Ron trying to 
sway him. I think that in his thirst for power Vold will get a hold of him and he 
will be just like Ludo Bagman duped into doing Volds dirty work while trying to 
get ahead.
