Thoughts on Wands (slightly long)

Yes, the old wand was snapped in half. But what I don't understand is 
why he did not get a new one or perhaps repair the old one after CoS. 
A complete wand would certainly work better than half (or a tiny 
piece) of it, right? Unless he's still not allowed to use a wand...
