Actually, I kind of picture Lucius Malfoy as the one who attacks the Weasley 
family, not Voldemort. It fits. 

No matter when it was I imagine it would be a surprise raid. Certain members 
of the family could be out (Diagon Alley? Staying at Hogwarts? Going to get 
Harry?) when the attack happened.
