IMO, I think Crouch wanted to get Harry alone. He didn't count on Cedric 
grabbing the cup with Harry or even being at the finish with him. If he had 
turned something Harry uses on a daily basis into a portkey there would've 
been a stronger chance that someone would've been around, seen him disappear, 
and gone to get help.
