Interesting! When I saw the name, my immediate conclusion was no more than
that JKR had included a Welsh character and been thoughtful enough to spell
his name in the Welsh way - it's the Welsh spelling of the name which is
usually rendered Rosser or Prosser.

So If you're going to anagram him, you'd better use a Welsh anagram
generator!
