We haven't seen students transfer between wizarding schools in HP 
proper (yet), but we see it happen often in HP fan fiction. Usually 
the transfer student is a Mary-Sue or a Gary Stu, very often from the 
United States. Personally I haven't read any HP fan fics featuring OC 
transfer students that I've really liked, but that's probably just my 
own preference. I've tended to like adult OCs much more (e.g. 
Napoleon Jones in Paradigm of Uncertainty and its sequels; Raven 
Mordent in the as-yet-incomplete Darkly Inclined).
