FOUND IT:
PoA; Am. PB., Chapter 'Quidditch Final', Pg 301 - "Gryffindor hadn't
won the Quiiditch Cup since the legendary Charlie Weasley (Ron's
second oldest brother) have been Seeker."

This would confirm that indeed Bill is the oldest brother.
