Me:
You can't rule out Harry.  The story is told in the third person, so it's the 
narrator speaking, not Harry.  The other possibilities in my mind are Dudley 
and James.  They don't have to make reference to Dudley's weight.  Heck, 
Dudley might even have shed a few pounds over the year.  And it could be a 
flaskback, so it might even be a teenage James outside Lily's house.
