Now this is good! It not only explains the whole "Why did no one notice Pettigrew on 
the map?" issue, it also makes perfect sense if viewed as a safety measure. MWPP 
always stood the chance of losing the map, having it confiscated, etc. If it could have 
blown their animagus cover, it would have been too risky. But if you already know 
about someone being an animagus, you can see them - so if MWPP ever decided to give 
the map to a friend they really trusted, he could see them (just as they would be able to 
discover an enemy known animagus, if that property of the map included all animagi).
