Logic tells me it must be part of the Hogwarts grounds (or estate if you
will). I think the piece of land Hogwarts owns must be pretty extensive and
certainly include the forest since we can't have Muggles out for a Sunday
walk in the woods bumping into Centaurs can we? There has to be a
Muggle-visible boundary wall on the far edge of the forest with 'Danger MoD
Land' on it in big signs or some such, to keep them out.
