For me its less the cheek kiss and more Krum telling Harry that Hermione’s 
always talking to him (Krum) about Harry.  I think that the kiss might be 
more of a wake up call to Harry (she'd never done that before).

I don't think that there is anyone at Hogwarts with whom Hermione can just be 
a 14 year old girl. I can't picture her sitting around the dorm with Parvati 
or Lavender, giving each other manicures and facials and prattling on about 
Harry. I can't even see her doing it with the older girls (Angelina, Katie or 
Alicia). She'd be too self-conscious.

That's why, I believe, she did so with Victor.  He was "safe." He wasn't a 
Hogwarts student, he was only going to be in the UK for a short length of 
time, he was older and most importantly he didn't know Harry personally so 
was much less likely, from her POV, to run tell Harry that she talks about 
him constantly. Of course she didn't know that poor Victor would develop a 
crush on her and go straight to Harry.
