I'd have to go back and re-read it but I didn't get the impression that she 
thought it was especially romantic until they were leaving and he took her 
off to ask if she could to visit him in Bulgaria.

Why wouldn't she? It was her first dress up occassion in the WW.  Heck I 
pretty much live in jeans and t-shirts but even I'd make a point to look nice 
if I were going to a ball

She knows Ron (and Harry) better.  And its entirely possible that she might 
have been stressed enough to relax her guard I mean after all we don't know 
WHAT she said to Viktor.  It *might* have nothing more than best friend kinda 
things, then again it *might* have
