 I don't think we're giving the specifics of the relationship that the
Dursleys have had with the Figg woman.  It seems that she was a neighbor who
may have volunteered to watch Harry when the Dursleys took Dudley and his
friends out to celebrate Dudley's birthday.   Do you recall when Harry first
came into the Leaky Cauldron with Hagrid, he met several people he
recognized whom he had seen in shops when he was with Petunia and Dudley?
We here nothing of these people until Goblet  Of Fire.    It will be
interesting seeing what happens next.
