The first time when Neville refers to himself as a muggle, his is
happy and (for him) reasonably confident. He's in a new school and
getting aquainted with new friend, so he refers to himself using a
polite word. 

The next time when he refers to himself as a Squib, he is frightened
and worried, and definitely not very confident, so he refers to
himself with a more derogatory term; squib.

Just a thought.
