I don't believe there is any evidence whatsoever that Hogwart's students
leave school after taking their OWLS. While it's obvious that JKR used OWLS
and NEWTS to mimic the standard tests in the UK, nothing has ever been
mentioned in canon that students would leave Hogwarts until the end of their
seventh year.
