I have to speak up and say, I agree with this.  It has long been my theory that 
given the closeness of Malfoy Sr. to Fudge and his "donations" and all.  Malfoy 
would certainly tell Voldemort who could be controlled, if only to redeem 
himself in his master's eyes.  I don't believe him (Fudge)to be evil, per se.  
I think simply he is what his name suggests "a bungler" and a blowhard.  He 
is "blinded by the love of the office" he holds.  He doesn't want to admit to a 
HUGE mistake and he will do whatever it takes to look good.  I can see him 
sitting down to tea with Malfoy and BOOM....he is under control.
