Not every person in the circle was identified.

Perhaps Narcissa was in another spot on the circle.  Of course, the only 
female we *definately* know was in the DE circle was the absent Mrs. 
Lestrange.  Perhaps blood purity isn't the ONLY prejudice demonstrated by 
Voldemort.
