Well, this is just further proof of the theory that the magical restriction of underage wizards is, indeed, a crock - something that a DE set up to scare Harry into not using Magic outside of Hogwarts. I'm not sure who came up with the theory - i simply remember it being mentioned a few weeks back, and it made perfect sense to me.
