Well, let me toss out another example of magical gifts:  "the flesh of
the servant, willingly given".  I can't imagine that Wormtail really
*wanted* to lop off his hand for the sake of Voldemort, but he did do
it, and the action seems to be the key, not the intent.  Perhaps
something analogous applied to the Dursleys' gifts to Harry.
