Not quite. The fact that Wormtail was not at his home only suggests that he
was at some predesignated meeting place. I would, however, agree that it is
possible he was present. That would be the most probable explanation for for
how Voldemort recovered his wand in GOF. There is no evidence that Lucius
Malfoy had any role in the deaths of the Potters.
