I have a feeling all parents and guardians of young witches and wizards
are exempt from the otherwise-compulsory memory charms. They would have a
very difficult time raising their children and setting reasonable limits
for their kids if they couldn't remember what happens when magic is used.
It would also be way too easy for kids to get out of trouble by casting a
disruptive spell and waiting for the MoM to show up and wipe the last 10
minutes from their parents' minds.
