I was thinking that Binns was asleep, but perhaps still saw the green light.
Since he was asleep when he was murdered, when he got up the next morning
(as a ghost), he just figured he dreamed the green light and maybe even
heard a voice.  I think adding a Memory Charm into the mix is just a little
much.
