Wow, Kelly, that opens up some new thoughts. 
When taken out like that, it no longer reads as
Aunt Petunia being nasty.  It sounds as if she's
well aware that the Dursleys are Harry's
protection and without them there, Harry is
toast.

Perhaps the reason she dismisses the two
suggestions is because they wouldn't work, there
would be no protection for those people as there
would be at Mrs. Figg's.  Or, perhaps the
protection extends to whomever the Dursleys place
Harry for care.
