I've seen a few people say this, so thought I would reply.  Upon both Vernon
and Petunia seeing the letter, Vernon shooed both Dudley and Harry out of
the kitchen and shut the door.  They were both listening by the door (Dudley
at the keyhole, Harry through the crack under the door).  Granted, they
might have had an inkling the boys were there, but they weren't actually
standing in the room, so there's less of a chance they might think of them
listening without them being physically in the room.
