He's talking to Karkaroff, in the context of a semi-serious argument 
about secrecy (Karkaroff has just reprimanded Krum for giving too 
much information away about Durmstrang's location).  Harry thinks 
Dumbledore gives him a mischievous wink, and I'm convinced that the 
whole thing is Dumbledore's sense of humour getting away with him.  
What would this room be--the Chamberpot of Secrets?  He's obviously 
pulling Karkaroff's leg (in't he?)
