I've always assumed that Dumbledore needed Harry to go on to the
Dursley's because he already has protections in place for him there, DD
has nothing set up at the Weasleys. The first time Harry went to the
Burrow, it was not with DD's blessing, but he must not have thought the
danger very great or he wouldn't have allowed Harry to spend 2 weeks
there without protections. In GoF, I think Harry was only there a couple
of days, and again, DD would have no reason to suspect real danger,
despite the DE's and the Dark Mark at the World Cup. Now that Voldemort
has risen again, though, DD's not about to let Harry go off to spend time
anywhere that he is not protected. That was my take on it, anyway.
