When I first read here that someone thought it was Percy (rather than 
Ron, who had wavier hair in the illustrations-- thus, perhaps it was 
meant to look like another Weasley!) I thought of how a reader 
brought up whether Percy would side with his family or the Ministry 
in Book 5, and JKR said we would find out!  So perhaps there is some 
importance here...  (Hm, 'beware a redheaded man...' >;-) )
