now me (bowlwoman):

I subscribe to the "Missing Weasley Child" theory, so I think it 
could be an allusion to him/her.  The picture looks like the ones 
we've seen of the Weasleys, and since the child would have died at a 
relatively young age, the fact that the face looks feminine wouldn't 
really matter (kids before puberty haven't developed the true 
masculine/feminine features yet).

Maybe the child came back as a ghost.  No one's ever said what the 
ghoul in the Burrow attic looked like...
