In FBAWTFT, there is a description of the Demiguise, and here are 
parts of it:

"The Demiguise is found in the Far East, though only with great 
difficulty, for this beast is able to make itself invisible when 
threatened, and can be seen only by wizards skilled in its capture."

and

"Demiguise pelts are highly valued as the hair may be spun into 
Invisibility Cloaks."

So, yes, Invisibility cloaks are rare and valuable, but mainly 
because of the difficulty in getting the materials to make them.
