Actually, if she were Japanses it would still be Chang Cho (Japanese 
also put surnames first).  Also, the name Chang doesn't sound very 
Japanese to me.

I've always assumed she was British of Chinese descent.   As for the 
placement of surnames, most Asian-Americans I've met choose to use 
our order when introducing themselves when in our country(ies).
