I'm not from the U.K., but I think I can explain Voldemort being a Lord.
When he was in school, he took the letters of his name, Tom Marvolo Riddle,
and came up with the anagram I am Lord Voldemort.  He is not an actual Lord,
but it is just a title he gave himself.  I will let someone else explain why
Lucius Malfoy is not called Lord, as I do not really know.  My guess would
be that no one has conferred the title upon him.
