It has been discussed before; the gist is that the emphasis should be
on "reasonable", and the main reason for the prohibition is to keep
muggles from learning about the wizarding world.  Since Petunia's
family was already aware of the WW, then it would not have been a big
deal for Lily to do this sort of minor magic, though that would
probably not have been true if the neighbors were visiting.  Even the
younger Weasleys do some magic at home (outside of Hogwarts); Ron
plays Quidditch, for example, with the necessary broom-flying magic.
